Our beautiful Veterans Plaza provides outdoor space for concerts, festivals, and live entertainment. The Civic Building is an award-winning unique urban venue. Known for its sophisticated Great Hall, and a variety of activity/conference rooms, your event is sure to be a memorable experience at an exceptional value! Because of its unique features, this venue can host personal celebrations and can be booked farther in advance.

Policies and Procedures

Note for Youth Events: For events that are primarily youth-focused (where the majority of attendees are minors, such as with many Sweet 16s) additional restrictions apply. Depending on size for the event, 1 or 2 Security Officers will be required (each at a rate of $35.00/hour). Youth events must conclude by 11:00pm during the week and 11:30pm on Fridays/Saturdays, no later; cleanup time can occur afterward. We frequently ask that users book 2 rooms for youth-focused events. A Guest List will be requested from the venue and Wrist Bands will be required for all authorized attendees (provided by the user). Events cannot be advertised on social media.
- Insurance is required for all use
- For alcohol, a charge of $35 per hour is required, and users may need to apply for an Alcohol License (must check with Booking Specialist).

To make a reservation and obtain a permit, submit the following to CUPF staff (located in the Civic Building):
1. Application (deemed complete by staff)
2. All fees are due at time of reservation for room use (calculated based on actual time of permit & required staffing) Exception: Great Hall and Veterans Plaza ($250 is due at time of reservation and applied to total cost of permit)
3. Facility Use License Agreement (FULA)
4. Drivers License (or state issued identification)
Returning Facility Users in good standing:
All returning facility users are required to submit the following in order for staff to accept an application as complete:
1. Application (deemed complete by staff)

Safe Summer – Funding Support (Enhancing Youth Programs through Accessible Funding at Veterans Plaza)
July 1, 2023 - December 31, 2023
This dedicated fund is aimed at supporting youth programs on Veterans Plaza, a prominent youth destination in the heart of Silver Spring that attracts youth from Montgomery County, Prince George’s County, and other surrounding jurisdictions in Maryland. This funding addresses the need for affordable access to the plaza for organizations serving youth (13 to 25 years of age) which currently face financial barriers. This fund, administered by the Community Use of Public Facilities (CUPF), provides financial support, and promotes the accessibility of youth-focused programs in downtown Silver Spring. Open to groups that hold public events and activities on Veterans Plaza that benefit young people in our community.
