Rockville Core Parking Policy
EMPLOYEE PARKING IN the CORE PARKING

PURPOSE:

1.0 The purpose is to establish policies and procedures for the effective administration of parking in the Rockville and Wheaton Core.

DEFINITIONS:

2.0 Rockville Core: For the purpose of the policies and procedures herein, the Rockville Core is defined as the following facilities: Executive Office Building (EOB), Judicial Center Building (JC), Council Office Building (COB), Grey Courthouse and 51 Monroe Street.

2.1 Wheaton Core: For the purpose of the policies and procedures herein, the Wheaton Core is defined as the following facilities: Garage 13-Wheaton Building and Garage 45-Amherst.  

2.2 Eligible County Employee: Any full-time/part-time/temporary County employee working in one of the facilities listed in 2.0 and 2.1 or special exception described in 7.0.

POLICY:

3.0 Subject to availability, parking in the Core Parking will be provided to any eligible employee described in 2.1 and 2.1 of this policy document upon applying.

3.1 Parking will be assigned to new employees or transferees based on availability.

3.2 All parking assignments will be valid until the end of the current calendar year.

3.3 Reapplication will occur annually, usually around the 2nd week of November.

3.4 Parking will be administered only by the Core Parking staff.  No one will be able to assign or transfer parking assignments from one employee to another.

GENERAL:

4.0 The Department of Transportation, Division of Parking Management will manage all parking associated with the facilities identified in 2.0 and 2.1.

4.1 New County employees in the Rockville or Wheaton Core who desire parking will have to apply online for parking.  After receiving a Photo ID from County Security, they will need to complete an Application for Parking form (Appendix A) and, if available, permanent parking will be assigned within 5 days. In the interim, new employees will be responsible for finding parking.

4.2 County employees being transferred into the Core Parking will be assigned parking by following the process for new employees.

4.3 All parking associated with leased space in the Core Parking will be added to the current pool of available parking spaces and managed by Division of Parking Management.    

4.4 County employees parking for special events and council meetings in Rockville during the day may park at no charge in the COB visitor garage not to exceed 4 hours; a valid County Employee Photo ID badge must be presented to the attendant upon exiting the garage; otherwise, normal fees will apply (also see 4.9).  Montgomery County Police vehicles are exempt from this time limit.

4.5 Parking for evening meetings, including public meetings in Rockville, will be at no charge in the Visitor Parking lot in the COB.

4.6 All non-take-home County vehicles assigned to Rockville agencies or individuals will be assigned parking at the COB garage, top level. A garage access card will be assigned. Access cards for these vehicles can be secured by completing the parking application (Appendix D).

4.7  All non-take-home County vehicles assigned to Wheaton agencies or individuals will be assigned parking at the WAMATA garage.  Please contact your agency's liaison for assistance on how to access a garage access card for these vehicles.

4.8 Any County vehicle may park at no charge in the COB visitor garage not to exceed 4 hours.

4.9 County employees who work in Rockville and forget their County ID can park in the Visitor Lot and are subject to normal parking fees.

PARKING ACCESS:

5.0 Access to most garages in the Core Parking will be controlled through the use of the County Employee Photo ID Badge.

5.1 Hang Tags or window clings will be provided for some locations and must be displayed at all times.

5.2 All non-County employees and non-assigned Rockville Core employees requests for after-hours access to any garage in the Rockville Core must complete an Application for Parking form along with a Special Exemption Parking Form (Appendix C) signed by a Department Director or agency head, but subject to approval by Core Parking.

SHORT-TERM PARKING:

6.0 Upon the presentation of a written request from an employee's Division Chief stating the special circumstances and, if medical in nature, accompanied by a doctor's certification, short-term up-close parking will be authorized for a limited period of time not exceeding 30 days in the building closest to the employee's work.

6.1 Participants of the "GET IN" program are not eligible for any parking in the Rockville Core unless otherwise qualified under the Short-Term Parking arrangements covered in this policy.

LONG-TERM CONTRACTORS/GENERAL CONTRACTORS AND VENDORS:

7.0 Contractors and Vendors, or others deemed to be appropriate must complete an Application for Parking form (Appendix A) along with a completed Special Exemption Parking Form (Appendix C) signed by their Department Director or agency heads, the Chief Administrative Officer (CAO).  Parking may be assigned pending approval from Rockville Core, based on availability. They may have to pay for parking in the COB visitor lot or find parking on their own.

VOLUNTEERS AND OTHERS:

8.0 Volunteers and other deemed to be appropriate must complete an Application for Parking form (Appendix A) along with a completed Special Exemption Parking Form (Appendix C) signed by their Department Director or agency heads, the Chief Administrative Officer (CAO) and may be assigned parking in the COB garage or Garage 45 pending availability and approval from Core Parking.

ISSUANCE OF PARKING CITATIONS:

9.0 Parking citations will be issued to violators as appropriate. May result in a fine and/or loss of access to the facility garage.

Examples:

*Vehicles parked outside of a defined parking space

*Vehicles parked overnight / multiple days unmoved.

*Vehicles License Plate not registered with the Core Parking are UNAUTHORIZED to park in any of the facilities.

CARPOOLS:

11.0 Any two or more individuals eligible for Rockville parking under this policy applying for carpool status will be given priority parking in the building in which they work.

UNDERUTILIZED PARKING (EOB, Gray Courthouse and G13):

12.0 Warning memorandum from Core Parking for the first 15 days.

12.1 If still in violation after 30 days, parking will be revoked from the assigned garage and parking will be reassigned to COB or G45 until the end of the current year.

EXIT POLICY:

13.0 Upon termination of services to the County, all employees (including individuals holding special exemption parking) will be required to return their County Photo ID to the Security Office in the EOB. Parking window clings, hangtags and/or garage access cards must be immediately returned to your department contact person, who will the return it to the Core Parking (100 Edison Park Drive, 4th Floor, Gaithersburg, MD 20878. Failure to do so may result in a charge for replacement of materials and/or unused parking time.

13.1 Upon transfer to other County service outside the Core Parking, all employees are required to return Parking window clings, hangtags and/or garage access cards (if applicable) and returned to your department contact person, prior to reporting to their new assignment. No one is permitted to reassign parking hang tag or window clings to another employee only the Core Parking can reassign.

PARKING ASSIGNMENTS:

14.0 Employees in the Rockville Core will be assigned parking, subject to availability, at the facility closest to the employee's work, with order of priority given to handicap, carpools, Grade and seniority calculated by length of total County service.

GET IN:

15.0 Employees participating in the Get In Program CAN NOT apply for Core Parking.  Also, Core Parking cannot assist with any parking or refunds of parking payments.
