Zero-Emission Vehicles
Zero-Emissions Vehicles are an important part of Montgomery County’s Climate Action Plan (CAP) to cut greenhouse gas (GHG) emissions 80% by 2027 and 100% by 2035. Transportation represents 42% of the County’s community-wide GHG emissions in 2018, including on-road transportation, aviation, rail, and off-road vehicles. To reduce transportation emissions and meet the County’s GHG reduction goal, 100% of private and public transportation options in the County will need to be powered by zero emissions technologies by 2035.
The goals of the county’s Zero-Emissions Vehicle initiatives are to increase use of EVs by both residents and local businesses to reduce greenhouse gas emissions, and to build confidence in ecofriendly transportation options among the public.
EV Purchasing Co-op (EVPC) Pilot
Initiated by MCDOT and DEP, the Montgomery County EV Purchasing Cooperative Pilot (EVPC) is designed to support residents and local businesses in their journey towards owning, leasing or driving new or pre-owned electric vehicles (EVs).
This online education and resource hub -- together with an ever-expanding network of community partners, participating organizations, and dealers -- will answer consumer questions, support unique local benefits for EV drivers, and make EV ownership attractive, convenient, and cost-effective. Together, we can reduce greenhouse gas emissions and expand electrified transportation across the county!
The initial phase of this program will run through Spring 2022 – bookmark this website for resources to empower consumers who are considering EVs; local savings opportunities; spotlights on features around the community; and insights based on the experiences of EV drivers in our area.

Make the Pledge
In this first phase of the EVPC, we are soliciting EV purchase pledges that will demonstrate demand for EVs. As the EVPC evolves, we can leverage this purchasing power to negotiate favorable EV purchase incentives. Commit to making your next vehicle electric.
