DGS is comprised of many and diverse functions sharing a common and critical mission: providing the service to Montgomery County departments and offices that enables them to serve the public. Our success is measured by how we help others succeed.
The Director’s office provides overall leadership for the department, including policy development, planning, performance measures, accountability, service integration and customer service. The director’s office also administers day-to-day operations of the department, including operating and capital budget preparation and administration, training, contract management logistics, facilities support and human resources.

This Office provides overall administration and oversight of the day-to-day operations of the Department with a focus on delivering timely and responsive customer service, and monitoring performance. The Deputy Director/Chief Operating Officer provides oversight and direction for the functional areas of central administration, facilities management and fleet services. The Office of the Chief Operating Officer is responsible for strategic planning, leadership development, emergency operations, and serving as the point of contact for intra- and inter-departmental communications.
This Office is responsible for administration and supervision of a wide array of capital projects, real estate management and public private partnership initiatives. In collaboration with departmental divisions, the Director’s Office is responsible for the implementation of the County Executive’s Smart Growth Initiative and other public private partnerships that leverage underutilized County assets, promote redevelopment opportunities throughout the County and expand the County’s tax base.
