The County and Global LifeSci Development Corporation (GLDC) signed a General Development Agreement in June 2016. The Sketch Plan for the entire Viva White Oak project was approved by the Montgomery County Planning Board on November 30, 2017. GLDC held a public meeting on March 1, 2018 for their Preliminary Plan application. A groundbreaking ceremony for Viva White Oak was held on October 22, 2018. The Planning Board reviewed and approved Viva White Oak, Preliminary Plan No. 120180240 on November 29, 2018.
Demolition of the former Site 2 property was completed June 2019.

To help fund the public infrastructure needed for the project, the Applicant, MCB Real Estate, partnered with the County Executive to create a development district and tax increment financing (TIF) district. As part of this process, on September 25, 2025, the Planning Board will review Planning Staff’s adequate public facilities analysis for the project (click here for the staff report). If the Planning Board grants conditional approval, the next step is for the County Executive to submit a fiscal analysis of the development district and the TIF to the County Council.
The Viva White Oak project is a public-private partnership between the County and Global LifeSci Development Corporation (GLDC), an affiliate of Percontee, Inc., to redevelop 280 acres in the eastern portion of the County into a bioscience-focused mixed-use community. The 110 acres owned by the County on Industrial Parkway (Site 2) will be redeveloped in conjunction with the adjacent 170 acres owned by GLDC as one, comprehensive and coordinated community per the White Oak Science Gateway Master Plan approved by County Council in 2014. The Master Plan establishes a vision for transforming what has been an industrial area into a denser, mixed-use commercial and residential center in which people can walk to work, shops, and transit.
Redevelopment of the property will strive to create a unique hub that will capitalize on the surrounding and nearby regulatory, higher education, and medical resources and create a synergy of activities that will result in a world-class bio/life sciences education and research community. The County is partnering with GLDC to stimulate continuous interaction among a broad range of technology companies, academic institutions, regulators and business support services in a campus-like setting. The land use mix will reflect the County’s policy to encourage employment, community revitalization, and economic development with an anticipated focus on the biomedical and biotechnology industries and the innovation economy. The project will contain a balanced mix of commercial and residential uses, as intended in the White Oak Science Gateway Master Plan and zoning.
