MCER NO. 21-04AM:  PROPOSED OFFICE OF HUMAN RESOURCES REGULATION - Amendments to Montgomery County Personnel Regulations on Performance-based Pay for Unrepresented Employees

SUMMARY:  The proposed regulation is being readvertised because substantial changes have been made to the earlier advertised version.  This regulation amends MCPR Section 10, Employee Compensation, and Section 11, Performance Planning and Evaluation, to provide lump sum performance-based pay awards for employees in positions on the general salary schedule who receive annual overall performance ratings of "Exceptional" performance or "Highly Successful" performance.  In addition to the original version, the regulation was amended to add the following:  in Section 10, rounding of overtime was eliminated; in Section 12, Service Increments, 20-year longevity/performance increments were provided for employees in positions on the general salary schedule with 20 years of service who receive overall performance ratings of "Exceptional" or "Highly Successful" for 2 consecutive years; and Section 16-13, Appeal of annual leave or PTO decision, was renumbered.

MCER NO. 23-05:  PROPOSED OFFICE OF THE CHIEF ADMINISTRATIVE OFFICER REGULATION - Financial Disclosure

SUMMARY:  The proposed regulation designates those public employees that the County Executive requires to file a public, limited public, or confidential financial disclosure statement.  This amendment constitutes the annual revision of this regulation and establishes a process for identifying specific employees who must file a financial disclosure statement.  The proposed regulation would supersede Executive Regulation 23-04.

MCER NO. 24-05:  PROPOSED OFFICE OF HUMAN RESOURCES REGULATION - MCPR Amendments to Include a Salary Schedule for Physicians

SUMMARY:  The proposed regulation amends Montgomery County Personnel Regulations Section 9, Classification, and Section 10, Employee Compensation, to add references to a new salary schedule for physicians.

MCER NO. 25-05:  PROPOSED DEPARTMENT OF RECREATION REGULATION - Disruptive Behavior  Recreation Programs

SUMMARY:  The proposed regulation authorizes the Department of Recreation to restrict the participation of disruptive persons in County-sponsored recreational programs.
