MCER NO. 5-20:   PROPOSED DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATION
                        Systems Benefit Charges - Residential Wastes Estimates
 
SUMMARY:  Montgomery County Code (2014), as amended, Section 48-8A(b)(2)(A), provides that the County Executive must establish by executive regulation the estimated amount of solid waste generated per dwelling unit and that the regulation may consider the size of the dwelling unit.  This regulation will supersede Executive Regulation No. 15-19.

                        Emergency Medical Service Reimbursement Schedule
 
SUMMARY:  Proposed Executive Regulation No. 6-20 will update the existing reimbursement schedule.  This regulation will supersede Executive Regulation No. 15-12.

MCER NO. 7-20:   PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
                        Retroactive Extension of the Sunset Date of the Montgomery County Personnel Regulations
 
SUMMARY:  This regulation amends Section 2 of the Montgomery County Personnel Regulations to retroactively extend the sunset date of the Personnel Regulations until June 1, 2022.  This retroactive extension of the Regulations is necessary in order to give the Executive ample time to review and act upon a permanent amendment to the sunset date for the Personnel Regulations.  This regulation would supersede Executive Regulation 16-13, in part.

MCER NO. 8-20:   PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
                        Position Description for Chief Digital Officer
 
SUMMARY:  The non-merit Chief Digital Officer (CDO) position currently resides in the Office of the County Executive (CEX) and should be transferred to the Department of Technology Services (DTS). This critical leadership role is responsible for driving and integrating digital technology strategies Countywide. The County’s digital technology activities and the leadership responsibilities are directly aligned with the DTS comprehensive technology strategy and priorities. To ensure effective execution of the County’s digital technology strategy, the Chief Digital Officer position should be transferred from CEX reporting to the CAO and report under the leadership of the Director of Technology Services in DTS.  This regulation would supersede Executive Regulation 9-19.
