Focused Neighborhood Assistance Program

 



The Department of Housing and Community Affairs (DHCA), Neighborhood Revitalization Section (NR), and the Focused Neighborhood Assistance (FNA) Program help low—and moderate-income communities in Montgomery County address the need for common area improvements by utilizing Community Development Block Grant (CDBG) funds.

The FNA program was designed to partner with and provide financial and technical assistance to residents of homeowner and condominium associations. Our goal is to strengthen and improve the common areas of single-family and condominium neighborhoods within DHCA’s funding availability. The projects are limited to the following scope of work:
  • Addressing Health and Safety Concerns in Common Areas
  • Improving Communities with Energy-Efficient Lighting
  • Addressing ADA-compliant Issues
  • Improving Neighborhood Courtyard Areas

The participating community associations are required to enter into a legal agreement with the County stipulating their commitment to contribute 20% (upfront) of the final construction costs for these projects. DHCA will cover the costs for architectural/engineering and management services and the remaining 80% of construction costs using CDBG and/or Capital Improvement Project (CIP) funds. The funding resources may vary from year to year.
 

FNA Project Solicitation and Online Applications

The Application Process for the FNA program will take place in two phases: Phase I Application opens May 1, 2025, at midnight and closes June 1, 2025, at midnight. The Phase II Application will open June 15, 2025, at midnight and closes August 1, 2025, at midnight. Phase I is the initial application process. Qualified applicants for Phase I will be contacted and invited to apply for Phase II.

The FNA program Application Instruction provides details of how to participate in the program. FNA projects will be selected in the solicitation cycle every three years. Applications that meet the FNA project criteria for Phases I and II are not guaranteed to be selected for funding. DHCA NR staff will contact the applicants/community management members who qualify under Phase I and Phase II and who are on the current list of eligible communities. Qualified applicants will be selected to work with DHCA to complete their FNA project(s) on a first-come, first-served basis. Final selection will be contingent on the availability of funding and the timing to complete the project.
