What is the AccelerateMC Regional Infrastructure Accelerator? 

 

The AccelerateMC Regional Infrastructure Accelerator (RIA) is a program funded by a grant from the U.S. Department of Transportation's Build America Bureau that helps accelerate infrastructure project delivery through technical assistance and innovative financing solutions. With the assistance of a $2 million RIA grant award, the Montgomery County Department of Transportation (MCDOT) formed the AccelerateMC RIA to move the County's Flash Bus Rapid Transit (BRT) network forward more quickly.

Montgomery County, MD, laid out an ambitious agenda to develop a Countywide Bus Rapid Transit (BRT) system, branded the Flash, in Montgomery County, which will expand accessibility with high-frequency bus service that makes critical connections to major job centers and destinations. This BRT network consists of routes and facilities that will unlock development potential, increase job access, and improve reliable options for disadvantaged community members. 

AccelerateMC will focus on a portfolio of projects that includes Veirs Mill Flash, MD 355 Flash, US 29 Phase Two, and a zero-emission bus charging and maintenance depot. needed to support these projects. AccelerateMC is structured to specifically address the most critical risks that apply across all the projects in the program.

Program stra
tegies include:

  • ​Evaluating innovative funding strategies to accelerate delivery and secure federal funds, and crowd funding for disadvantaged communities;

  • Developing a financial strategy, including preparing the County to apply for Federal TIFIA loans, and determining how to leverage the new annual lottery appropriation and other State funding committed to the BRT program;

  • Evaluating delivery methods and conducting risk assessment for projects within the Flash BRT program;

  • Advancing programmatic third party agreements with the State, municipalities, developers, utility companies, and other stakeholders;

  • Developing a strategic approach to accelerate the acquisition and lower the cost of right-of-way; and

  • Exploring ways to develop the workforce and resources necessary to manage and advance the program.

In addition, AccelerateMC will conduct and implement Research and Deployment strategies to share experiences, strategies and lessons learned regionally through knowledge transfer strategies such as transit roundtables, technical papers, presentations, engagement of students, etc.

To ensure the successful execution of the Flash BRT, innovative strategies to provide additional funding sources and support the long-term sustainability of these projects are needed. This task will explore a comprehensive approach to developing and implementing innovative funding methods. As part of this task, AccelerateMC will assess FTA Capital Investment Grant (CIG) project readiness for the portfolio, including exploring project bundling as a strategy to accelerate delivery and securing of federal funds. This effort will lay out key actions to improve project performance against CIG Financial and Project Justification criteria.

  

AccelerateMC's research will advance the development of Flash BRT in Montgomery County and accelerate the implementation of transportation regionally with verified best practices.
