MCEO NO. 156-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Franklin Street Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 2:45 p.m. on Wednesday, August 19, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the south side of Franklin Street from Edgefield Road to Beach Drive, located in Kensington, Maryland within Election District 7.  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 500 linear feet.  Franklin Street is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 24 feet wide.  There is approximately 18 feet of available public right-of-way on the south side of Franklin Street.  The sidewalk will be installed adjacent to the existing curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $38,153.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 157-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Elm Street Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 3:30 p.m. on Wednesday, August 19, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the north side of Elm Street from Claredon Road to Arlington Road, located in Bethesda, Maryland within Election District 7.  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 420 linear feet.  Elm Street is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 26 feet wide.  There is approximately 17 feet of available public right-of-way on the north side of Elm Street.  Installing a sidewalk along this portion of Elm Street will require narrowing of the roadway to lessen the impacts within the public right-of-way to properties adjacent to the proposed project.  There will be a two foot greenspace located between the new sidewalk and the new curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $44,356.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 158-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Liberty Lane Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 4:30 p.m. on Wednesday, August 19, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the north side of Liberty Lane from Falls Road to Coldstream Drive, located in Potomac, Maryland within Election District 10.  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 1,650 linear feet.  Liberty Lane is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 26 feet wide.  There is approximately 17 feet of available public right-of-way on the north side of Liberty Lane.  There will be a variable greenspace of 3 to 5 feet wide located between the new sidewalk and the curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $81,675.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 159-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Elm Street Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 3:30 p.m. on Tuesday, August 25, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the west side of Democracy Lane from Democracy Boulevard to Bells Mill Road, located in Potomac Maryland within Election District 10.  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 4,000 linear feet.  Democracy Lane is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 32 feet wide.  There is approximately 14 feet of available public right-of-way along the west side of Democracy Lane.  A 4 to 5 foot wide shoulder will be maintained with the installation of the new concrete sidewalk.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $170,553.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 160-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Elm Street Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 2:45 p.m. on Tuesday, August 25, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the south side of Knowles Avenue/MD547 from 4210 Knowles Avenue to Summit Avenue, located in Kensington, Maryland within Election District 7.  The sidewalk will be 5 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 950 linear feet.  Knowles Avenue is classified as an arterial roadway and has a 100 foot wide public right-of-way.  The existing roadway is approximately 28 feet wide.  There is approximately 36 feet of available public right-of-way along the west side of Knowles Avenue.  The sidewalk will be installed adjacent to the curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $83,642.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 161-09:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Parkwood Drive Proposed Sidewalk (CIP #506747).  A public hearing will be held before the County Executive (or his designee) at 5:00 p.m. on Tuesday, August 25, 2009 in the lobby level auditorium of the Executive Office Building located at 101 Monroe Street, Rockville, Maryland 20850 to consider a proposal to provide safe pedestrian travel along the west side of Parkwood Drive from Franklin Street to Cedar Lane, located in Kensington, Maryland within Election District 7.  The sidewalk will be 4 feet wide and will conform to the ADA requirements.  The total length of the sidewalk is 3400 linear feet.  Parkwood Drive is classified as a secondary residential roadway and has a 60 foot wide public right-of-way.  The existing roadway is approximately 28 feet wide.  There is approximately 16 feet of available public right-of-way along the west side of Parkwood Drive.  There will be a variable greenspace located between the new sidewalk and the curb and gutter.  Every effort will be made during construction to cause minimal disturbance within the public right-of-way and to the adjacent properties.  Project related data and files are available for examination in the offices of the Department of Transportation, 100 Edison Park Road, Gaithersburg, Maryland.  The phone number is 240-777-7270.  Unless otherwise approved the County, expenditures authorized by this Order plus expenditures accrued to date for this project, shall not exceed $102,833.00 and shall be made payable from funds appropriated for CIP Project No. 506747.  The sole purpose of this hearing is to obtain public comments to assist the County Executive in determining whether or not to authorize the construction of the project.  Effective Date:  7/28/09

 

MCEO NO. 162-09:  DEPARTMENT OF LIQUOR CONTROL - FY10 Appropriation and Transfer.  It is ordered that the FY10 Department of Liquor Control working capital is as follows:  Personnel Costs - $24,245,040, Operating Expense - $13,713,570,  Capital Outlay - $736,650.  Total working capital is $38,695,260.  It is ordered that the Director of Finance transfer from the Liquor Control Fund to the General Fund, at the end of each of the first three quarters of the fiscal year, an amount equal to one fourth of the amount of $30,035,382.  This amount includes the transfer for: earnings of $23,210,750; technology modernization costs of $740,600; overhead of $2,424,500; and debt service costs of $3,659,532.  The County Executive on the advice of the Department of Liquor Control, the Office of Management and Budget, and the Department of Finance will determine the final quarterly transfer at the end of the fiscal year, but which include the amount referred to below.  It is ordered that a portion of the amount transferred to the general fund relating to debt service ($3,656,532) payable from DLC pledged revenues, be transferred directly to U.S. Bank National Association, in accordance with the amounts and timeframes stipulated in the Trust Indenture.  Effective Date:  7/28/09
