MCEO NO. 81-11:  DEPARTMENT OF FIRE AND RESCUE SERVICE - Fire Lane Establishment Order to post fire lane signs and paint curbs/pavement (painting optional) as identified below.  When signs and paint work have been completed, this order will authorize the enforcement of this fire lane by appropriate police and fire officials.  Location:  Spencerville Academy, 2502 Spencerville Rd.  Signs must be posted so that it is not possible to park a vehicle without being in sight of a sign.  Signs may be no farther apart than 100 feet.  Paint must be traffic yellow with line of sufficient width to be readily identifiable/readable by motor vehicle operators.  Effective Date:  7/28/11

MCEO NO. 157-11:  DEPARTMENT OF ECONOMIC DEVELOPMENT - Designation of the United Therapeutics' World Headquarters Project in Silver Spring as a Strategic Economic Development Project.  United Therapeutics Corporation, a biotechnology company, is the owner of Lot 1, in the subdivision known as United Therapeutics' Addition to Silver Spring, recorded in Plat No. 22877, and Lot 12, Block A, in the subdivision known as J.C. Wilson Estate, recorded in Plat No. 24135 in the Land Records of Montgomery County (collectively, the "Property").  The Property is currently improved by a laboratory building and related improvements and an office building, underground parking and related improvements on Lot 1 and is currently undergoing construction on Lot 12 for the construction of a second office building, underground parking, and related improvements (collectively, the "Project").  The County owns County Parking Garage No. 21, a multi-level parking garage and related improvements, operated by the County's Parking Lot District and located immediately adjacent to Lot 1 of the Property and the improvements constructed thereon.  United Therapeutics requests an easement from the County to allow certain flashing and joint connections located on Garage 21 for the benefit of the Project improvements in order to protect the physical integrity of such improvements from such perils as water intrusion, and the County desires to grant such an easement.  It is ordered that the United Therapeutics Project is hereby determined to be a Strategic Economic Development Project and, therefore, agreements between the County and United Therapeutics relating to the disposition of real property (including the easement agreement such as the one described above) are exempt from certain County regulations relating to the disposition of real property.  Effective Date:  7/19/11

MCEO NO. 171-11:  DEPARTMENT OF PERMITTING SERVICES - Street Acceptance of Roads for Maintenance MCDPS Permit No. 239273.  This Executive Order certifies that construction of the following named streets has been completed in accordance with all applicable provisions of the Montgomery County Road Construction Code as specified in the above-captioned permit.  The materials used in the construction of these streets were tested and found to be in compliance with County Specifications.  Subdivision:  CLARKSBURG VILLAGE, Permit No. 239273, Blue Sky Drive, Grand Elm Street and Turtle Rock Terrace,  It is recommended that Montgomery County, Maryland, accept the roads described above for maintenance.  Effective Date:  8/08/11

MCEO NO. 173-11:  DEPARTMENT OF ECONOMIC DEVELOPMENT - Designation of Strategic Economic Development Projects.  Montgomery County recognizes that sustainable, environmentally sensitive economic growth is critical to the County's ability to provide its residents with access to high-quality services, education, infrastructure and amenities.  Economic development projects create new jobs, employment opportunities, and a tax base for County residents.  The County Executive may, by executive order, designate a strategic economic development project based on its ability to create and/or retain jobs within the County, particularly in knowledge-based, high-paying industries, leverage substantial private capital investment, help the County achieve strategic redevelopment objectives, and/or otherwise advance the economic development goals of Montgomery County.  It is ordered that by designating a Strategic Economic Development Project, the County Executive directs all Executive Branch agencies to treat the project as a priority and to give it immediate attention as it moves through the required planning, development review and permitting processes, and further, urges all non-County agencies or entities such as MNCPPC, HOC, MCPS, Montgomery College, the State of Maryland, and the Federal government to do the same.  Effective Date:  8/23/11

MCEO NO. 174-11:  DEPARTMENT OF TRANSPORTATION - Traffic Order - Silver Spring.  Order for traffic control signs directs to install and/or remove the following traffic, and/or parking control devices at the designated locations.  Remove One-Way on the Farmland Drive Elementary School driveway from Old Gate Road to Old Gate Road in a counter clockwise direction.  Install No Parking Any Time on the north side of Quebec Terrace from the end of county maintenance at 11th Avenue to 60 feet west of the extended western curb line of 11th Avenue.  Effective Date:  8/18/11

MCEO NO. 175-11:  DEPARTMENT OF TRANSPORTATION - Traffic Order - Bethesda.  Order for traffic control signs directs to install and/or remove the following traffic, and/or parking control devices at the designated locations.  Remove One-Way on the Farmland Drive Elementary School driveway from Old Gate Road to Old Gate Road in a counter clockwise direction.  Remove No Parking Any Time on the west and south side of Executive Boulevard from 273' east of Ridgerock Lane to Woodglen Drive, on the north side of Executive Boulevard from 537' west of Rockville Pike (MD 355) to Woodglen Drive, on the east side of Woodglen Drive from Security Lane to 384' north of Security Lane and on the east side of Woodglen Drive from 460' north of Security Lane to Nicholson Lane.  Install  No Stopping Any Time on the south side of Executive Boulevard from 273' east of Ridgerock Lane to Woodglen Drive (a distance of 100'), on the north side of Executive Boulevard from 537' west of Rockville Pike (MD 355) to Woodglen Drive (a distance of 40'), on the east side of Woodglen Drive from 250' north of Security Lane to 380' north of Security Lane and on the east side of Woodglen Drive from 75' south of Executive Boulevard to Executive Boulevard.  Remove 2 Hour Parking 7AM - 7PM Monday - Friday on the east side of Woodglen Drive from 384' north of Security Lane to 460' north of Security Lane.  Install 2 Hour Parking 7AM - 7PM Monday - Friday on the east side of Woodglen Drive from Security Lane to 250' north of Security Lane.  Install No Parking Any Time on the east side of Woodglen Drive from 380' north of Security Lane to 75' south of Executive Boulevard and on the east side of Woodglen Drive from Executive Boulevard to Nicholson Lane.  Effective Date:  8/18/11

MCEO NO. 176-11:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Creation of New Residential Permit Parking Area in Rockville.  The County Executive or his designee shall conduct a public hearing at 1:30 PM on Wednesday, September 21, 2011, in the Lobby Level Auditorium, Executive Office Building, 101 Monroe Street, Rockville, Maryland 20850, to consider the creation of a new Residential Permit Parking Area in Rockville.  The proposed Highland Stone Residential Permit Parking Area would be located in Rockville west of Postoak Road between Victory Lane and Tuckerman Lane.  A more detailed description of the area is available for examination in the Exhibits at the offices of the Montgomery County Department of Transportation, Division of Traffic Engineering and Operations located at 100 Edison Park Drive, 4th Floor, Gaithersburg, Maryland 20878.  Further information is available in the Exhibits at the offices of the Montgomery County Department of Transportation, Division of Traffic Engineering and Operations located at 100 Edison Park Drive, 4th Floor, Gaithersburg, Maryland 20878.  After the aforesaid hearing, the hearing examiner shall report his findings and recommendations to the County Executive who shall issue a statement of his decision.  Written statements for consideration in this matter may be submitted to Mr. Emil Wolanin, Chief, Division of Traffic Engineering and Operations located at 100 Edison Park Drive, 4th Floor, Gaithersburg, Maryland 20878.  Effective Date:  8/23/11

MCEO NO. 177-11:  DEPARTMENT OF TRANSPORTATION - Public Hearing - Creation of New Residential Traffic Management Plan in Rockville.  The County Executive or his designee shall conduct a public hearing at 6:30 PM on Thursday, October 6, 2011, in the Lobby Level Auditorium, Executive Office Building, 101 Monroe Street, Rockville, Maryland 20850, to gather input regarding a proposed Residential Traffic Management Plan on Dav Road and Hi Wood Drive in Rockville.  The proposed plans is as follows:  NO RIGHT TURN 7AM - 9AM Monday-Friday, Except School Buses on eastbound Darnestown Road at Dav Road and NO RIGHT TURN 7AM - 9AM Monday-Friday, Except School Buses on eastbound Darnestown Road at Hi Wood Drive.  The proposed plan is intended to discourage the use of Dav Road and Hi Wood Drive as routes for through traffic during the AM weekday hours.  Further information is available in the Exhibits at the offices of the Montgomery County Department of Transportation, Division of Traffic Engineering and Operations located at 100 Edison Park Drive, 4th Floor, Gaithersburg, Maryland 20878.  After the aforesaid hearing, the hearing examiner shall report his findings and recommendations to the County Executive who shall issue a statement of his decision.  Written statements for consideration in this matter may be submitted to Mr. Emil Wolanin, Chief, Division of Traffic Engineering and Operations located at 100 Edison Park Drive, 4th Floor, Gaithersburg, Maryland 20878.  Effective Date:  8/23/11
