MCEO NO. 15-12: DEPARTMENT OF FIRE AND RESCUE SERVICE - Fire Lane Establishment Order to post fire lane signs and paint curbs/pavement (painting optional) as identified below. When signs and paint work have been completed, this order will authorize the enforcement of this fire lane by appropriate police and fire officials. Location: Westbrook Elementary School, 5110 Allan Ter. Signs must be posted so that it is not possible to park a vehicle without being in sight of a sign. Signs may be no farther apart than 100 feet. Paint must be traffic yellow with line of sufficient width to be readily identifiable/readable by motor vehicle operators. Effective Date: 3/12/12

The County Executive finds that public interest requires the construction of roadway improvement that consists of an extension of Montrose Parkway in an easterly direction, approximately one mile in length, from the easterly limits of the proposed SHA-constructed portion of Montrose Parkway (located 800 feet east of Parklawn Drive) to the master-planned termination of Montrose Parkway at Veirs Mill Road (MD587) replacing the current intersection with Gaynor Road. The completed project will provide a continuous Montrose Parkway from Montrose Road near I-270 on the west to Veirs Mill Road (MD587) on the east. The proposed roadway is to be constructed as a four-lane divided highway with curb and gutter, a five foot wide, ADA compliant, concrete sidewalk on the south side; and a ten foot wide asphalt path on the north side. The project will include a 350-foot long highway bridge over Rock Creek; relocation and reconstruction of 800 feet of Rock Creek Trail - including a 107 foot long pedestrian bridge over proposed Montrose Parkway; reconstruction of approximately 2,000 feet of Veirs Mill Road; and several retaining walls designed to reduce environmental impacts. Street lighting, landscaping, and storm water management will be provided. The traffic signal at the Veirs Mill intersection will be modified to accommodate the new intersection. A public hearing was held on Wednesday, July 13, 2011. Estimated cost of the proposed improvement and funding allocations thereof are as follows: $N/A costs to be assessed for special benefit against applicable properties; $54,095,000.00 costs for the County-constructed portion of the project to be borne by Montgomery County funded through General Obligation Bonds; $65,400,000.00 Costs for the State-constructed portion of the project to be borne by Montgomery County funded through General Obligation Bonds; $119,495,000.00. Total estimated cost of the project, including engineering, right-of-way acquisition, site improvements, and construction. Unless otherwise approved by the County, expenditures authorized by this Order plus expenditures accrued to date for this project shall not exceed $119,495,000.00 and shall be made payable from funds appropriated for CIP Project No. 500717. The total length of the proposed sidewalk is approximately 470 linear feet. Estimated cost for the proposed improvement and funding allocations thereof are as follows: $18,800.00 construction costs, G.O. bonds $N/A costs to be assessed for special benefit against applicable properties, $1,880.00 administrative and construction inspection costs, G.O. bonds $20,680.00 total estimated cost of the project, including engineering, site improvements and construction. Unless otherwise approved by the County, expenditures authorized by this Order, plus expenditures accrued to date for the construction of the above listed proposed sidewalks shall not exceed $509,520.00 and shall be made payable from funds appropriated for CIP Project #0506747. Every effort will be made throughout the entire construction phase to cause minimal disturbance within the public right-of-way and to all properties adjacent to the proposed sidewalk construction sites. MCEO NO. 86-12: DEPARTMENT OF TRANSPORTATION - Bethesda Church Road Proposed Sidewalk (CIP #0506747). Order for construction of a sidewalk to provide safe pedestrian travel along the south side of Bethesda Church Road from 25916 Largo Court to LaSalle Court, located in Damascus, Maryland within Election District 12. The Director of the Department of Transportation is hereby authorized to proceed with constructing a concrete sidewalk under Capital Improvement Project No. 0506747 (Annual Sidewalk Program). The sidewalk will be five feet wide and will conform to ADA requirements. The total length of the sidewalk is 1,200 linear feet. Bethesda Church Road is classified as an arterial roadway and has an 80 foot wide public right-of-way. The existing roadway is approximately 48 feet wide and there is approximately 16 feet of available public right-of-way on the south side of Bethesda Church Road. There will be a variable width greenspace located between the new sidewalk and the existing curb and gutter. Every effort will be made throughout the construction phase to cause minimal disturbance within the public right-of-way and to the adjacent properties. A Public Hearing was conducted on the project August 24, 2011. The Hearing Examiner recommended approval of the project. The County Executive hereby proposes that the total cost of the project, to be determined by a final accounting after construction has been completed, shall be distributed in the approximate amounts as follows: $40,674.00 construction costs, G.O. bonds, $N/A costs to be assessed for special benefit against applicable properties, $4,067.00 administrative and construction inspection costs, G.O. bonds, $44,741.00 total estimated cost of the project including engineering, site improvements and construction.
