MCER NO. 16-04: PROPOSED FIRE AND RESCUE SERVICE REGULATION - Drug Abuse and Alcohol Misuse Control Program for MCFRS Personnel

SUMMARY: The proposed regulation establishes requirements and procedures for drug and alcohol testing of the employees and members of the Montgomery County Fire and Rescue Service, to ensure a drug and alcohol free work environment, and to enable individuals to complete rehabilitative treatment for any such problems.

MCER NO. 19-04: PROPOSED OFFICE OF HUMAN RESOURCES REGULATION - Amendments to Section 1, 9, 10, 15, 16, 21, 30, and 32 of the Montgomery County Personnel Regulations

SUMMARY: The proposed regulation amends the Personnel Regulations to: include opposite sex domestic partners; add references to salary schedules for deputy sheriffs and deputy sheriff managers; require direct deposit of paychecks; provide for 12-hour shifts; change stand-by pay to the higher of 15 percent of salary or $4 per hour; provide court time compensation; provide ASE incentive pay; allow an employee to transfer annual leave to a County-employee spouse for childcare use; allow an employee to receive administrative leave for an on-the-job injury until the employee's eligibility for Workers' Compensation benefits is decided; incorporate changes required by the Federal Transit Administration; and incorporate technical changes.

MCER NO. 21-04: PROPOSED OFFFICE OF HUMAN RESOURCES REGULATION - Amendments to Montgomery County Personnel Regulations on Performance-Based Pay for Unrepresented Employees

SUMMARY: The proposed regulation amends MCPR Section 10, Employee Compensation, and Section 11, Performance Planning and Evaluation, to provide lump sum performance-based pay awards for employees in positions on the general salary schedule who recieve annual overall performance ratings of "Exceptional Performance" or "Highly Successful Performance".

MCER NO. 22-04: PROPOSED OFFICE OF HUMAN RESOURCES REGULATION - Position Description - Division Chief, MCFRS Volunteer Services

SUMMARY: The proposed regulation supersedes Executive Regulation No. 15-98AM, which provided a position description for Chief, Division of Volunteer Fire and Rescue Services. This regulation changes the title of the position to Division Chief, MCFRS Volunteer Services and provides a position description for this non-merit position in the Montgomery County Fire and Rescue Services.

MCER NO. 23-04: PROPOSED OFFICE OF THE CHIEF ADMINISTRATIVE OFFICER REGULATION - Financial Disclosure Statements

SUMMARY: The proposed regulation pursuant to Section 19A-17(a)(4), (b)(7), of the Montgomery County Code, designates the public employees of the Executive Branch required to file a Financial Disclosure Statement. The proposed regulation would supercede Executive Regulation 6-03AM.
