MCER NO. 18-06:  PROPOSED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS

REGULATION  - Requirements and Procedures for the Workforce Housing Program

SUMMARY:  The proposed regulation establishes the policies and procedures for the administration of the Workforce Housing Program established under Chapter 25B of the Montgomery County Code 2006 as amended.

MCER NO. 19-06:  PROPOSED DEPARTMENT OF PERMITTING SERVICES REGULATION 

Non-Profit Organization Sign Permit and Sign Variance Fees

SUMMARY:  The proposed regulation establishes a process for waiving or reducing all required sign permit and sign variance fees for non-profit organizations.

MCER NO. 20-06:  PROPOSED DEPARTMENT OF PERMITTING SERVICES REGULATION

Sidewalk Vendor Operation and License

SUMMARY:  The proposed regulation establishes a process for the licensing and operation of certain vendors using pushcarts or other slow-moving vehicles in certain Central Business Districts as noted in section 47-1 and 47-2 of the Montgomery County Code as amended.

MCER NO. 21-06:  PROPOSED FIRE AND RESCUE SERVICE REGULATION

Certification Standards for Training, Experience, and Credentialing Requirements

SUMMARY:  The proposed regulation supersedes Executive Regulation 18-05AMII and is effective immediately for new fire and rescue personnel.  It establishes an implementation timetable for application of certain training standards and experience requirements for existing emergency service providers.  The standards establish training requirements that must be met by all emergency service providers, both career and volunteer, and include eligibility requirements for the various officer ranks.  This regulation adds a new training course which is required by a directive issued by the "Council of Governments Fire Chiefs."  The directive requires all fire service-based first responders in the National Capital Region to complete operations-level training in weapons of mass destruction (WMD) response; to be prepared if such an event occurs in this region.  All MCFRS personnel are required to complete this federally-mandated training, which is funded by the Urban Area Security Initiative (UASI) grant, between September 2006, and December 2008.  The proposed regulation will supersede Executive Regulation 18-05AMII.
