Reassignment of LOSAP Program Responsibility SUMMARY: The proposed regulation authorizes the Fire Chief as the County Executive's designee to administer the Length of Service Award Program (LOSAP). The proposed regulation would supersede Executive Regulation 18-00.

Administration of the LOSAP Program SUMMARY: In accordance with Montgomery County Code, the County Executive administers the Length of Service Awards Program. Since 1992, the County Executive has delegated authority for the day-to-day administration of the Program to the Fire and Rescue Commission, in coordination with appropriate County Government agencies and the Local Fire and Rescue Departments. In 2005, with its adoption of Bill 36-03, the County Council restructured the Montgomery County Fire and Rescue Service, to be directed by a uniformed Fire Chief. This regulation amends the LOSAP Program (Section 21-21 of the County Code) to conform the affected provisions to the new law. This Regulation is accompanied by the Reassignment of LOSAP Responsibility Executive Regulation #1-07, delegating to the Fire Chief, in coordination with appropriate Montgomery County agencies, and in accordance with County Code Sec. 21-21, the Program authority. The proposed regulation would supersede Executive Regulation 17-00.
