MCER NO. 9-13:   PROPOSED DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATION
Schedule of Fees for Permits, Licenses and Inspections

SUMMARY:  The proposed regulation establishes a fee for monitoring best management practices (BMPs) for stormwater management in a Special Protection Area (SPA); and generally relating to fees for stormwater management, stream monitoring, and best management practices.  The proposed regulation would supersede Executive Regulation 6-11.

MCER NO. 10-13:   PROPOSED DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATION
Water Quality Protection Charge

SUMMARY:  The proposed regulation allows consolidation of certain parcels for the purpose of calculating the Water Quality Protection Charge (WQPC); modifies the application requirements for financial hardship exemption for residential property to allow use of verification of eligibility for assistance under the Maryland Energy Assistance Program (MEAP); adds a definition for “Eligible non-profit property”; clarifies the circumstances under which a property owner can receive a credit; makes certain technical changes; and generally amends the regulation relating to the WQPC.  The proposed regulation would supersede Executive Regulation 17-12AM.
