MCER NO. 21-12:   PROPOSED DEPARTMENT OF HEALTH AND HUMAN SERVICES REGULATION
Manual on Public Swimming Pool Operations

SUMMARY:  The proposed regulation establishes the operating standards for public pools in Montgomery County in order to protect the health and welfare of pool users.  It has been in effect since 1971 with this version incorporating the requirements of the State of Maryland COMAR 10.17.01: Public Swimming Pools and Spas.  The proposed regulation would supersede Executive Regulation 4-95AM.

Manual on Public Swimming Pool Construction

SUMMARY:  The proposed regulation establishes the construction standards for public pools in Montgomery County in order to protect the health and welfare of the pool users.  It has been in effect since 1971 with this version incorporating the requirements of the State of Maryland COMAR 10.17.01(2013): Public Swimming Pools and Spas.  The proposed regulation would supersede Executive Regulation 61-91.

MCER NO. 2-13:   PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
Hiring Preference Points for Persons with Disabilities and Veterans

SUMMARY:  The proposed regulation amends Section 6 of the 2001 Montgomery County Personnel Regulations by converting the hiring preference given by Executive Regulation 3-10 to eligible veterans with a disability, other persons with a disability, and other veterans who apply for County merit positions in a normal competitive process from priority consideration to a numeric point system.  The proposed regulation also expands the hiring preference to include a new derivative category, widows, widowers, and spouses of veterans in certain instances.  The proposed regulation would supersede Executive Regulation 3-10.

Establishment of Procedures for Class 3 Accessory Apartment License

SUMMARY:  The proposed regulation establishes procedures for the issuance of Class 3 accessory apartment licenses and establishes the license fees for Class 3 accessory apartment licenses.  The proposed regulation would supersede Executive Regulation 11-04.
