Establishing the Greater Shady Grove Transportation Management District Advisory Committee
SUMMARY: The proposed regulation establishes the Greater Shady Grove Transportation Management District (TMD) Advisory Committee, and defines the composition, responsibilities and terms of voting members. Council Resolution 15-1432, establishing the TMD, calls for creation of an advisory committee: “Under authority of Section 42A-23(e) of the County Code, a Greater Shady Grove Transportation Management District Advisory Committee will be appointed by the Executive and confirmed by Council, according to a structure to be designated by Executive Regulation.”

Adoption of the 2015 International Building, Existing Building, Energy Conservation,
SUMMARY: The proposed regulation adopts the 2015 editions of the International Building Code (IBC), the International Existing Building Code (IEBC), the International Energy Conservation Code (IECC), the International Fuel Gas Code (IFGC), the International Mechanical Code (IMC), the International Residential Code, and the International Swimming Pool and Spa (ISPSC) codes with amendments. It governs all buildings and structures within Montgomery County.

SUMMARY: The proposed regulation updates the per-household waste generation estimates used to calculate residential systems benefit charges. The proposed regulation would supersede Executive Regulation 7-14.

PROPOSED DEPARTMENT OF PERMITING SERVICES REGULATION
Schedule of Fees for Permits, Licenses and Inspections – Method 3
SUMMARY: The proposed executive regulation simplifies several elements of the Department of Permitting Services’ fee structure, adjusts fees based upon functional analysis, provides additional flat fees including for utilities, moves payment of the balance of sediment control permit fee from second review to one year after permit issuance for certain sediment control permits and applies a rate stabilization factor to address revenue volatility and avoid excess reserves. This regulation supersedes Executive Regulation 15-13 in its entirety.

PROPOSED DEPARTMENT OF PERMITING SERVICES REGULATION
Schedule of Fees for Permits, Licenses and Certifications – Method 2
SUMMARY: The proposed regulation eliminates the Maryland National Capital Park and Planning Commission (MNCPPC) surcharge, replaces multiple construction-type based fee rates with a per square foot construction rate, or flat fees and eliminates the Fire Code Building Permit Inspection Fees. This regulation includes Building Permit fees for electric vehicle charging stations and rooftop solar photovoltaic systems for single family dwellings as required by Bill 11-14 Buildings – Electrical Vehicle Charging Station Permits – Expedited Review and Bill 1-14 Buildings – Solar Permits – Expedited Review both of which were effective July 31, 2014. The fees for Benefit Performance Licenses and the fee for Storage of Vendor-Confiscated Goods have been moved to this regulation from Executive Regulation 15-13 Schedule of Fees for Permits, Licenses and Inspection – Method 3 (COMCOR No 19.67.02). This regulation supersedes Executive Regulation 14-13 in its entirety.

Establishment of Annual Rental Facility License Fees for Processing Class 1, Class 2 and Class 3 Apartment Licenses
SUMMARY: : The proposed regulation revises the annual license fee charged per dwelling unit for Class 1, Class 2, and Class 3 rental housing licenses. This regulation supersedes Executive Regulation 4-13.

Financial Disclosure Statements
SUMMARY: : The proposed regulation designates those public employees that the County Executive requires to file a public, limited public, or confidential financial disclosure statement. This amendment constitutes the annual revision of this regulation, and establishes a process for identifying specific employees who must file a financial disclosure statement. This regulation supersedes Executive Regulation 2-14AM.
