MCER NO. 18-14AM: ADOPTED OFFICE OF HUMAN RESOURCES REGULATION
Position Description for Development Ombudsman
SUMMARY:  This regulation provides a position description for the non-merit position of Development Ombudsman in the Office of the County Executive.  It includes a definition of the work, examples of duties and responsibilities, and the recommended qualifications, knowledge, skills, and abilities for the position.  Montgomery County Code Section 2-27A(e) designates this position as a non-merit position..  Under County Code Section 1A-104(b)(2), a person holding a position in the Executive Branch designated by law as a non-merit position must be professionally qualified under a position description established by regulation under Method (1).
ACTION:  Executive Regulation 18-14AM was approved by the County Council according to the Method 1 review process, effective June 9, 2015.

MCER NO. 8-15: ADOPTED DEPARTMENT OF PERMITTING SERVICES REGULATION
  Schedule of Fees for Permits, Licenses and Inspections – Method 3
SUMMARY:  This regulation simplifies several elements of the Department of Permitting Services fee structure, adjusts fees based upon functional analysis, provides additional flat fees including for utilities, moves payment of the balance of sediment control permit fee from second review to one year after permit issuance for certain sediment control permits and applies a rate stabilization factor to address revenue volatility and avoid excess reserves.  The adopted regulation supersedes Executive Regulation 15-13 in its entirety.
ACTION: Executive Regulation 8-15 was promulgated according to the Method 3 process, effective July 1, 2015.

MCER NO. 10-15: ADOPTED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
Establishment of Annual Rental Facility License Fees for Processing Class 1,
                             Class 2 and Class 3 Apartment Licenses
SUMMARY:  This regulation revises the annual license fee charged per dwelling unit for Class 1, Class 2 and Class 3 rental housing licensesrety.
ACTION: Executive Regulation 10-15 was approved by the County Council according to the Method 2 review process, effective July 1, 2015.
