MCER NO. 13-17:  ADOPTED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
                               Unmaintained Vacant Dwellings
 
SUMMARY:  Vacant dwellings must meet the standards set forth in Chapter 26 of the Montgomery County Code.  During an inspection of a vacant dwelling, the Department conducts a visual assessment for compliance with Chapter 26.  Any violation of these standards is considered non-compliance, and any violation that remains uncorrected after sufficient notice and opportunity to correct has been provided to the Owner shall result in the vacant dwelling being designated as an Unmaintained Vacant Dwelling
 
This regulation sets forth additional guidance and details regarding the designation of an Unmaintained Vacant Dwelling, sets the fees associated with inspections of such Dwellings, and provides additional guidance on the appeals process under Chapter 26, Article III.
 
ACTION:  Executive Regulation 13-17 was approved by the County Council according to the Method 2 review process, effective December 12, 2017.

MCER NO. 14-17:  ADOPTED OFFICE OF HUMAN RESOURCES REGULATION
                              Employee Drug and Alcohol Use and Drug and Alcohol Testing
 
SUMMARY:  This regulation amends Section 32 of the Personnel Regulations to incorporate changes for safety-sensitive transit employees to ensure compliance with a Federal Transit Administration audit of the County’s drug and alcohol program.  The changes in this regulation also reflect the requirements of the Maryland Transit Administration.  This regulation supersedes Executive Regulation 12-00AM, in part, Executive Regulation 26-07, in part, and Executive Regulation 16-13, in part.
 
ACTION:  Executive Regulation 14-17 was approved by the County Council according to the Method 1 review process, effective December 12, 2017

MCER NO. 15-17:  ADOPTED DEPARTMENT OF FIRE AND RESCUE SERVICE REGULATION
                           Administration of the Length of Service Awards Program (LOSAP)
 
SUMMARY:  In accordance with Montgomery County Code Section 21-21, the County Executive administers the Length of Service Awards Program.  In 1992, the County Executive delegated authority for the day-to-day administration of the program to the Fire and Rescue Commission, in coordination with appropriate County Government agencies and the Local Fire and Rescue Departments.  In 2001, the County Executive delegated this authority to the Fire Administrator. In 2005, the County Executive delegated this authority to the Fire Chief.  By this Regulation the fire Chief further delegates certain authority to the Division of Volunteer and Community Services.  This regulation supersedes Executive Regulation 17-00.
 
ACTION:  Executive Regulation 15-17 was promulgated under the Method 3 process and became effective December 13, 2017.
