MCER NO. 1-25: PROPOSED MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
Troubled Properties
SUMMARY: This regulation addresses necessary changes to the original Executive Regulation 5-17AM. It outlines the methodology that DHCA will utilize to evaluate multifamily inspection results that are to determine troubled, at-risk, or compliant status. It additionally amends the timeframe related to when multifamily properties will be notified of their inspection results and their associated designations. Lastly, it details the steps that troubled and at-risk properties must undertake to potentially change their troubled and at-risk designations. The proposed regulation would supersede Executive Regulations 5-17AM.

Transient Lodging Facilities - Fees
SUMMARY: This regulation establishes license fees for Hotels, Bed and Breakfasts, and Short-Term Residential Rentals. The amendments establish that such fees shall be identified in the County’s annual operating budget by resolution and published on the Department of Housing and Community Affairs’ website. The proposed regulation would supersede Executive Regulations 5-18.

Establishment of Annual Rental Facility License Fees - Revision
SUMMARY: This regulation establishes annual license fees for rental dwelling units and fees specific to Class 3 accessory dwelling unit licenses, and such fees shall be identified in the County’s annual operating budget by resolution and published on the Department of Housing and Community Affairs website. The proposed regulation would supersede Executive Regulations 16-24.
