Strategic Plan

The MCPD’s Strategic Plan represents the culmination of extensive internal and external collaboration, drawing on feedback from executive leadership, division commanders, sworn and professional staff, and community members who participated through surveys, policy feedback, and direct engagement.

The plan outlines a clear and forward‑looking framework for the next five years, reaffirming our commitment to public safety, accountability, transparency, and partnership with our community. It strengthens our focus across seven strategic priorities: Public Safety, Organization, Communication, Health and Wellness, Workforce Development, Technology, and Youth Engagement. Each section includes actionable objectives, implementation timelines, and the responsible bureaus to ensure accountability and progress.

This plan reinforces our dedication to racial equity and social justice, integrates data-driven decision-making, and emphasizes the importance of officer wellness, modern technology, and meaningful community relationships. It also reflects our continued commitment to maintaining CALEA accreditation and aligning with best practices in modern policing.

As a living document, the Strategic Plan will be reviewed bi-annually to ensure it remains responsive to evolving needs, emerging trends, and community expectations. Chief Yamada’s ongoing leadership will ensure the implementation phase and advance the initiatives outlined.
