Open Enrollment — Enroll Now

Please read the following instructions carefully. 

Are you a County employee who wants to add a dependent who works for or is retired from the County?  You must contact the OHR Health Insurance Team via MC311 at 240-777-0311. You cannot use the Self-Service Benefits system to make that change. 

Once you have made your Open Enrollment elections, we invite you to take a few minutes to share your feedback with us by completing the quick  2024 Employee Open Enrollment Survey .

County Employees

All Open Enrollment changes should be completed online via Employee-Self Service (ESS).  If you do not know your ESS single sign-on, please contact the IT Help Desk at 240-777-2828; option 1 for login assistance. 

County Employee Enrollment Instructions:

  1. Select the "Enroll Here" button at the top of this page.
  2. At the Single Sign On / AccessMCG screen, enter your username and password.  (Forgotten your password? Click on the "Forgot My Password" link to reset it. If you experience other issues logging on, contact the Computer Help Desk at 240-777-2828, option 1.)
  3. Select "Employee Self Service (ESS)."
  4. Open the "MCG HR Employee Self-Service" folder.
  5. Select the "Self-Service Benefits" link.
  6. Select "Open Enrollment" from the menu.
  7. Carefully follow the prompts on each screen to make your changes.  Don't forget to upload dependent documentation for newly added dependents!
  8. Review and print your online Confirmation Statement. (Note: You need to present this to OHR in the event of an enrollment discrepancy)
  9. To protect your information, log off the system by pressing "Logout" at top right.

IMPORTANT: All Open Enrollment elections must be made via Employee Self-Service (ESS). The following exceptions for paper enrollment elections will be permitted:
  1. You physically cannot access ESS because you do not have internet or an electronic device (computer, smartphone, tablet).
  2. You experienced a qualifying life event during Open Enrollment. Qualifying life events include marriage, birth of a child, divorce, death of a dependent, or a dependent aging out. 
If you experience one of the above situations, please contact  MC311 at 240-777-0311 and place a service request. OHR will mail you a paper enrollment form.

Participating Agency Enrollment Instructions: 

  1. Select the "Enroll Here" button at the top of this page.
  2. Complete the fillable form online and hit submit. 
  3. You will be emailed a copy of your completed form. 
  4. MCG OHR will automatically receive your 2023 Open Enrollment elections for processing. A confirmation statement will be mailed to you in November.
  5. If additional paperwork is required (dependent documentation for newly added dependents),  fax or mail the documents (see below for fax and mailing address) so they are  received by the deadline. Be sure to include your Name and SSN so OHR can properly link to your 2023 elections.

Any changes made during Open Enrollment will be effective January 1, 2024.
