Retiree Health Insurance

ATTENTION RETIREES NOT RECEIVING A PENSION:   Effective September 1, 2025, the retiree direct bill vendor is changing from Voya to Flexible Benefits Administrators (FBA). This change was announced in FBA welcome letters mailed to homes the week of July 21, 2025. Please note:

  • Your last monthly premium payment made to VOYA will be for August 2025.
  • Effective September 1, you will make your premium payments to FBA going forward.
  • If you have any questions such as how to set up your ACH or register for the FBA online member portal, contact FBA directly at 800-437-3539 or [email protected].

RETIRED EMPLOYEES:  On the first Thursday of every month from 3 to 4 pm, retirees and their dependents can connect virtually with an OHR Health Insurance Specialist to ask questions about their benefits. To learn more, review the

If you have benefits questions outside of the virtual session above, you can:

  • Explore the many resources available on this webpage. 
  • Access the MC311 portal at  https://www.montgomerycountymd.gov/mc311/ to search your questions online.
  • Contact the MC311 Customer Service Center at 240-777-0311 from Monday to Friday, 8 am to 5 pm and speak with a customer service representative who will place a service request for you. (Tip: Provide both your email address and phone number when placing your service request. This will ensure the fastest response time from the Health Insurance Team.)
  • Visit the onsite Office of Human Resources (OHR) Health Insurance Customer Care Center from Monday – Friday from 8 am to 4 pm.
