The Open Enrollment deadline is Friday, October 8 at 5 pm ET.

Please make your changes for 2022 through the Self-Service Benefits feature of Employee Self-Service (ESS).

How to Navigate This site: 

Everything you need to successfully complete your 2022 Open Enrollment is on this webpage. Below is an overview of helpful resources you can find on this webpage and where to access them.
  • Open Enrollment Employee Checklist.  Click on the "Plan Materials & Resources" tab to view or print a checklist of steps to complete before the end of Open Enrollment to set yourself up for success. 
  • Attend a Question & Answer (Q&A) Session with OHR or Insurance Plan Vendors.  Go to the "Events" tab for a list of Q&A session dates and times.  You must register for these virtual events in advance. You will have the option to discuss your general questions with members of OHR's Health Insurance Team or speak directly with insurance plan representatives to ask plan-specific questions.
  • Plan-Specific Recorded Presentations.   Click on the "Events" tab to access pre-recorded insurance plan presentations that provide a detailed overview of each plan, as well as each plan's value-added services and member resources. These videos are available to watch 24/7 whenever it's convenient for you and your covered family members.
  • Frequently Asked Questions (FAQ's).  Click on the "Open Enrollment FAQ's" tab to search your question using an interactive search bar or hit the "open all" link to read through all of the most commonly asked Open Enrollment related Q&A's. You can also find step-by-step instructions on how to get answers if you have additional questions.
  • Enrollment Instructions.  Click the "Enroll Now" tab for step-by-step instructions on how to complete your Open Enrollment elections.
  • Helpful Tools & Resources.  Click on the "Plan Materials & Resources" tab for links to informational open enrollment guides, rates, plan comparison charts, vendor resources and useful tools like the Life Insurance Needs Estimator and the Flexible Spending Tax Savings Estimator. 
  • Provide Feedback.  Let the OHR Health Insurance Team know how we are doing. Click on the red "Was This Page Helpful" button at the bottom of the screen to provide feedback. Once you click on a star rating, it will allow you to provide comments. Please be as specific as possible outlining what you found helpful or not helpful on this Open Enrollment website and in what section. Your feedback is greatly appreciated and will help OHR's Health Insurance Team prepare for future annual Open Enrollment periods in years to come.

Important:  If you are a County employee and want to add a dependent who works for or is retired from the County, you must contact the OHR Health Insurance Team via MC311 at 240-777-0311. You cannot use the Self-Service Benefits system to make that change.

All Open Enrollment changes should be completed online via Employee-Self Service (ESS).  If you do not know your ESS single sign-on, please contact the IT Help Desk at 240-777-2828; option 1 for login assistance. 

County Employee Enrollment Instructions:

  1. Select the "Enroll Now" button at the top of this page.
  2. At the Single Sign On / AccessMCG screen, enter your username and password.  (Forgotten your password? Click on the "Forgot My Password" link to reset it. If you experience other issues logging on, contact the Computer Help Desk at 240-777-2828, option 1.)
  3. Select "Employee Self Service (ESS)."
  4. Open the "MCG HR Employee Self-Service" folder.
  5. Select the "Self-Service Benefits" link.
  6. Carefully follow the prompts on each screen to make your changes.  Don't forget to upload dependent documentation for newly added dependents!
  7. Review and print your online Confirmation Statement. (Note: You need to present this to OHR in the event of an enrollment discrepancy)
  8. To protect your information, log off the system by pressing "Logout" at top right.

IMPORTANT: All Open Enrollment elections must be made via employee self-service (ESS). The following exceptions for paper enrollment elections will be permitted:
  1. You physically cannot access ESS because you do not have internet or an electronic device (computer, smartphone, tablet).
  2. You experienced a qualifying life event during Open Enrollment. Qualifying life events include marriage, birth of a child, divorce, death of a dependent, or a dependent aging out. 
If you experience one of the above situations, please contact  MC311 at 240-777-0311 and place a service request. OHR will mail you a paper enrollment form.

Participating Agency Enrollment Instructions: 

  1. Select the "Enroll Now" button at the top of this page.
  2. Complete the fillable form online and hit submit. 
  3. You will be emailed a copy of your completed form. 
  4. MCG OHR will automatically receive your 2022 Open Enrollment elections for processing. A confirmation statement will be mailed to you in November.
  5. If additional paperwork is required (dependent documentation for newly added dependents),  fax or mail the documents (see below for fax and mailing address) so they are  received by the deadline. Be sure to include your Name and SSN so OHR can properly link to your 2022 elections.

Below are tools designed to help you make informed health insurance decisions for 2022. All Open Enrollment submissions must be received by the Office of Human Resources by 5 pm ET on Friday, October 8, 2021. This includes any required additional documentation, such as certification to add a dependent.

Open Enrollment is generally the only time of year you can make changes to certain benefits, or enroll or re-enroll in Flexible Spending Accounts (FSAs). To make your changes for 2022, follow the steps in your Open Enrollment Guide (see applicable guide below). Changes made during the Open Enrollment period will be effective January 1, 2022.

Follow the steps below in order:
  1. Review the Frequently Asked Questions (FAQs) below. You can open all sections to read all questions and answers or enter key words into the interactive search bar to quickly locate the answer to your question.
  2. Attend a Question & Answer Session with OHR or with a Plan Vendor. This year, you have the option to discuss your general questions with members of the OHR Health Insurance Team or speak directly with MCG’s insurance plan representatives for plan-specific questions. Advanced registration is required.  Click on the “Events” tab to view the dates & times and to register.
  3. Watch pre-recorded plan-specific presentation videos providing detailed plan overviews. Available 24/7; no registration required. Visit the “Events” tab to access videos. 
  4. Visit the MC311 website at www.montgomerycountymd.gov/mc311 and search key words related to your question. The search results will contain various knowledge-based articles with information related to your search words. Simply click on the corresponding link and the detailed answer is revealed. 
  5. If you have tried all the methods above and still have Open Enrollment-related questions, please contact the Health Insurance Team via MC311 at 240-777-0311 (Mon – Fri, 8 am – 5 pm) to place a Service Request. A member of the Health Insurance Team will respond to Service Requests in the order they are received. Tip: Provide an email address at the time you place your Service Request to ensure the fastest response possible .
