MCER NO. 2-16:  PROPOSED DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATION
                        Systems Benefit Charges - Residential Waste Estimates

SUMMARY: Montgomery County Code, 2014, Section 48-8A(b)(2)(A), provides that the County Executive must, each fiscal year, establish by Method 2 executive regulation an estimate of the amount of solid waste generated per dwelling unit.  This proposed regulation updates the per-household waste generation estimates used to calculate residential Systems Benefit Charges.

MCER NO. 3-16:  PROPOSED DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS REGULATION
                         Establishment of Annual Registration Fees for Common Ownership Communities

SUMMARY: The proposed regulation establishes the annual registration fee for common ownership communities.  The fee must be set at an amount sufficient to fund the provision of dispute resolution and technical assistance by the Department of Housing and Community Affairs.  The proposed regulation would supersede Executive Regulation 12-09AM.

MCER NO. 6-16: PROPOSED DEPARTMENT OF PERMITTING SERVICES REGULATION
                         Adoption of the 2014 National Electrical Code
SUMMARY: The proposed regulation adopts the National Electrical Code, 2014 Edition, with local amendments.  This regulation applies to all electrical equipment, installations and activities within the County.  The proposed regulation would supersede Executive Regulation 25-04.

MCER NO. 10-16:  PROPOSED OFFICE OF THE CHIEF ADMINISTRATIVE OFFICER REGULATION
                          Comprehensive Economic Strategy

SUMMARY:  The Comprehensive Economic Strategy (CES) proposes a set of strategies to promote the County’s future economic prosperity.  As a comprehensive blueprint for the continued economic prosperity of the County, the CES addresses issues of business vitality (including target industries), talent, creative economies (including entrepreneurship), and place-making, all with the goal of increasing access to jobs, enhancing the success of the County’s businesses, and expanding the tax base.

MCER NO. 11-16:  PROPOSED OFFICE OF HUMAN RESOURCES REGULATION
                          MCPR Amendments on Sick Leave Donations
SUMMARY: The proposed regulation amends MCPR Sections 17 and 20 to allow sick leave donations to be used to care for a parent with a serious health condition; to allow a maximum of 120 hours of sick leave donations to be used as parental leave to bond with a newborn or newly adopted child; and to provide that an employee is not entitled to accrue annual or sick leave while using donated sick leave.  The proposed regulation would supersede Executive Regulation number 12-00AMII, in part.
