County Executive Marc Elrich is seeking applicants to fill six vacancies on the Solid Waste Advisory Committee (SWAC). Applicants and members of the SWAC should reflect broad geographic areas of the county, solid waste industry/recycling industry representatives, business users and the general public. The Solid Waste Advisory Committee is charged with advising the Montgomery County Executive and Council on issues related to the collection, transportation, and storage of solid wastes and evaluates the County's solid waste management plan. SWAC was established by Montgomery County Code Chapter 48-38. The Committee is composed of 15 voting members and one ex-officio non-voting member representing the Maryland-National Capital Park and Planning Commission (M-NCPPC). The membership includes representatives of the general public, the solid waste industry, business uses, and a representative of the Montgomery Chapter of the Maryland Municipal League, who serve three-year terms without compensation. Most meetings are held on Wednesday evenings. There are no meetings in July, August, and December. See detailed schedule for specific dates and locations.

Wednesday meetings begin at 5:30 pm via Zoom. All meetings are open to the public.

County Executive Marc Elrich is seeking applicants to fill six vacancies on the Solid Waste Advisory Committee (SWAC). Applicants and members of the SWAC should reflect broad geographic areas of the county, solid waste industry/recycling industry representatives, business users and the general public. Three incumbents are eligible to apply for reappointment.

The 16-member SWAC provides advice to the County Council and the County Executive on all matters relating to solid waste/recycling management in the County, including reviewing and offering recommendations on the ten-year solid waste management plans, and evaluating the impact of the solid waste management program on citizens, institutions, business, and industry. The Committee also recommends public education programs, as well as State and local legislation necessary to accomplish effective solid waste/recycling management.

Members serve three-year terms without compensation, but are eligible for reimbursement for travel and dependent care for in-person meetings attended. The full SWAC usually meets nine times per year. The Committee currently meets virtually by video- and teleconference usually the first Wednesday of the month at 5:30 p.m. Members are also expected to actively participate on one or more subcommittees. When in-person meetings resume in the future, the Board will meet in Wheaton.

The Department of Environmental Protection’s Recycling and Resource Management Division is looking for applicants of diverse backgrounds, professions, genders, geography, disabilities, ethnicities, and ages interested in applying for the County Executive’s Solid Waste Advisory Committee.

Members of County boards, committees, and commissions may not serve on more than one such group at a time. The County Executive’s appointments are generally subject to confirmation by the County Council. Members must complete training on the Maryland Open Meetings Act, Montgomery County Ethics Law, and basic parliamentary procedure.
