Solid Waste Advisory Committee
The Solid Waste Advisory Committee is charged with advising the Montgomery County Executive and Council on issues related to the collection, transportation, and storage of solid wastes and evaluates the County's solid waste management plan. SWAC was established by Montgomery County Code Chapter 48-38. The Committee is composed of 15 voting members and one ex-officio non-voting member representing the Maryland-National Capital Park and Planning Commission (M-NCPPC). The membership includes representatives of the general public, the solid waste industry, business uses, and a representative of the Montgomery Chapter of the Maryland Municipal League, who serve three-year terms without compensation. Meeting Schedule
Most meetings are held on Wednesday evenings. There are no meetings in July, August, and December.
Wednesday meetings begin at 5:30 pm via Zoom. All meetings are open to the public.

Solid Waste Advisory Committee Member Bios
Oladapo Awe
Oladapo has been serving on SWAC for about 2 years and represents the business community in Montgomery County. A dual Nigerian-American citizen and award-winning sustainability professional with over 30 years of experience spanning office management, consulting, satellite telecommunications, and biotechnology. Holding degrees in Philosophy and Political Science, Dapo has demonstrated exceptional management proficiency across both private and public sectors.
Dapo now oversees Materials Management at United Therapeutics Corporation in Silver Spring, MD. Prior to his present role, Dapo was the Environmental Sustainability Coordinator at UT, and he has been a key partner with counties and the state of Maryland. His problem-solving abilities and critical thinking skills have been cornerstones of his professional growth.
Robin A. Barr
Robin A. Barr, Vice Chair, has served as the Maryland Municipal League representative to SWAC since February 2021. Since 2022, he has been serving as vice chair of the committee. His undergraduate and doctoral degrees are from Oxford University in England in experimental psychology. He spent most of his career at the National Institutes of Health, retiring as director of the Division of Extramural Activities at the National Institute on Aging in 2020. Barr is the elected President of the Somerset Town Council and a board member of the Montgomery County Chapter of the Maryland Municipal League. He is also a Visiting Scholar at the Gerontological Society of America. In 2024, he led the effort to introduce “opt-out” as the means to encourage Somerset residents to sign up for food scraps pick up. In a prior role as chair of the Environment Committee in the Town of Somerset, he led the successful effort to introduce municipal food scraps collection, now ongoing since 2013. He worked with the committee both to develop a tri-fold recycling flyer and to arrange an annual electronics pickup collection for delivery to the Shady Grove Transfer Station.
Kavita Battula
Kavita Battula has served on SWAC since September 2024. Kavita grew up in Montgomery County and was a student in high school when recycling was first introduced. She currently is a patent attorney at the National Institutes of Health/National Institute of Environmental Health Sciences, with a BS in Molecular Biology from the University of Maryland and a JD from the University of Pennsylvania; the latter including an externship at the Center for Bioethics in Philadelphia. Kavita has practiced at both law firms and in-house, and served at pro-bono clinics in DC and MD. Most recently, Kavita, as co-chair of her community Green team, established on-site composting at Old Georgetown Village Condominiums in North Bethesda. The success of the program and the tremendous support she received from Montgomery County DEP inspired her to join SWAC.
Andrew Cassilly
Andrew Cassilly most recently served as VP of Governmental Relations for Bioenergy Devco. Overseeing federal, state, and local efforts to promote organic waste diversion and recycling. He has served as the Chief Legislative Officer and Senior Advisor to Governor Hogan and as a liaison to the Maryland General Assembly. Prior to his role serving the governor, Andrew served five years as a Maryland State Delegate on the Environment and Transportation Committee, where he successfully implemented several pieces of legislation to promote recycling. He served 28 years in Harford County public schools as a teacher, school administrator, assistant supervisor, and resource conservation manager. Andrew received his BS in Industrial Technology from Millersville University and his master’s in administrative management from Loyola College.
Troy Cavell
Troy Cavell has served on SWAC as a representative of the solid waste sector since May 2022. He has been employed at J and J Inc. Trash Services since 2014 and has served as Vice President since 2018. A locally owned and family-operated business, J and J serves Montgomery, Frederick, and Carroll counties. Troy is a member of the Montgomery County Independent Haulers Association.

Michelle Ennis is a member of the Solid Waste Advisory Committee.
Lauren Greenberger
Lauren Greenberger, M.H.Sc., is vice president of the Sugarloaf Citizens’ Association in Dickerson. She has served on the board since 2014 and was President from 2017 to 2020. She is also a member of Zero Waste Montgomery County, the Dickerson Area Facilities Implementation Group, and is a Master Gardener with the University of Maryland Agricultural Extension Service.
Amy Maron
Amy Maron, Chair, has served on SWAC since 2022. She had a 17-year career in federal service, including serving as a legislative assistant and projects director for U.S. Senator Frank R. Lautenberg (D-NJ) and a program evaluator for the U.S. Government Accountability Office. She also worked as an analyst at a private environmental consulting firm, a lobbyist for the Sierra Club, and a freelance writer for several national environmental non-governmental organizations. While taking time off to be a stay-at-home mom, she shifted her focus to Montgomery County environmental issues, serving as the volunteer Sierra Club zero waste lead where she co-authored a report recommending actions to reduce waste, and she worked with DEP staff on bills to ban plastic straws and expanded polystyrene plastic containers (#6 plastics). She also led a large-scale survey of grocery store customers’ use of single-use plastic bags, which provided key data for passage of a plastic bag ban in 2025. Amy holds a master’s in public policy from Georgetown University and is working on her master’s in clinical social work at the University of Maryland.
Kaela Martins
Kaela Martins has been a member of SWAC since October 2024, representing the public. Her educational background, which includes a Bachelor of Science degree in Environmental Science and a Master of Science degree in Environmental Policy and Management from the University of Denver, has equipped her with a robust foundation in the critical issues surrounding waste management, recycling, and sustainability. Throughout her career, she has spearheaded and managed high-impact programs focused on recycling, circular economy principles, and climate change mitigation. She has provided expertise to numerous city and county programs, where she has played a pivotal role in advancing recycling goals and initiatives. Moreover, she has provided strategic guidance to businesses across various sectors, including waste management, energy, water, and transportation, empowering them to adopt best practices and implement effective sustainability initiatives. She has also worked for trade associations guiding its members on waste minimization and reduction strategies, energy efficiency measures, emission reduction techniques, and overall policy recommendations. Presently, she is employed at Noblis, a consulting firm for the Department of Defense, where she provides recommendations for military installations to optimize their recycling processes.
John Meyer
John Meyer is a member of the Solid Waste Advisory Committee.
Chaz Miller
Chaz Miller has served on SWAC as a representative of the public since May 2022 and during 1993–99. He is a semi-retired 45-year veteran of the waste and recycling industry. He worked at the U.S. Environmental Protection Agency Office of Solid Waste on recycling and resource recovery programs along with trade associations for the glass packaging and waste and recycling industries. He chaired Montgomery County’s Aiming for Zero Waste Task Force (2018–20) and is on the boards of the Maryland Recycling Network and the Northeast Recycling Council (NERC). He writes a column on recycling for Waste360, prepares a monthly recycling markets report for NERC, and often speaks about recycling markets and trends at state recycling conferences. The National Recycling Coalition recently honored him with its Lifetime Achievement Award. He is a member of the Maryland Advisory Council on Extended Producer Responsibility.
Peter Mukerjee
Pradip (Peter) Mukerjee has served on SWAC as a representative of the public since January 2024. He has a master’s degree in engineering from Columbia University and started his employment career with a design-construct company and then worked successively for a primary metals producer and a primary gaseous chemicals manufacturer. In both cases, he was responsible for the design, pilot-testing, and implementation of effluent treatment for both gaseous by-product waste and aqueous toxic waste, as well as the design and construction of an impoundment pond for toxic solid waste.
Dawn Selis
Dawn Selis is an experienced executive and leader in the recycling and document destruction industry, currently serving as Vice President of Georgetown Paper Stock & Clean Cut Shredding, overseeing two recycling plants in Rockville and Baltimore, MD. With over a decade of leadership experience, she manages a team of 100 employees and leads operations across Maryland, DC, and Virginia. Dawn is skilled in strategic planning, sales management, and operational efficiency, consistently driving financial savings and improving client relationships.
Earlier in her career, Dawn worked in the financial sector, including positions as a Marketing Associate at JP Morgan Chase and as a Relationship Manager at Citi, where she managed high-priority global clients and played a key role in marketing and strategic initiatives. She holds a Bachelor of Science from Indiana University and has a background in business management.
Dawn’s leadership extends beyond operations, focusing on recruitment, training, and keeping up-to-date with environmental policies. Her diverse experience combines a passion for sustainability with a keen business acumen.
Barry Shanoff
Mr. Shanoff received his undergraduate and law degrees from Northwestern University. In 2022, he retired from the practice of law.
For more than 40 years, he advised local governments and public authorities throughout the country on legal issues relating to waste and recycling facilities and operations. From 1982 to 2022, he served as outside general counsel for the Solid Waste Association of North America.
He worked extensively with engineers and geotechnical professionals on permit applications and operating practices for landfills and other waste handling facilities, and represented facility owners in government investigations, regulatory agency proceedings, and lawsuits relating to management, operational, and liability issues.
Mr. Shanoff negotiated and wrote a variety of contracts covering put-or-pay arrangements, hauling franchises, privatized landfill operations and management, waste-to-energy projects, and landfill gas utilization. As a recognized expert in flow control, he worked with local officials nationwide in planning and implementing waste facility designation programs and in defending such programs when court challenges arose. Where necessary or appropriate, he counseled the adoption of ordinances and other regulatory initiatives.
He was a frequent speaker, moderator, and panelist at conferences and programs for public officials. His extensive writing on solid waste issues included an award-winning monthly legal column that ran for 20 years in World Wastes magazine. Beginning in 1999, he served as Legal Editor and columnist for Waste Age magazine, which was succeeded by Waste360, where his column continues to appear online every month.
During his active years, he was licensed in Illinois, Maryland and the District of Columbia, and had qualified to practice in a number of federal district and appeals courts and before the U.S. Supreme Court.
