Coronavirus Relief Funding Application for Montgomery County Municipalities and Partner Agencies

 
The Coronavirus Relief Fund (CRF) application for Montgomery County municipalities and partner agencies aids organizations that incurred necessary expenditures due to COVID-19.
 

Eligible / Non-Eligible Costs

To be eligible, costs must:
  1. Be for actions taken in response to COVID-19;
  2. Not be accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act);
  3. Be incurred between March 1, 2020 – November 15, 2020.

Eligible costs categories include:

  • Personal Protective Equipment
  • Vehicle / Facility Cleaning
  • Quarantining
  • Enhanced Telework Costs
  • Medical / Public Health Expenses
  • Premium / Hazard Pay for Staff
  • Other Operational Expenses as a result of COVID-19

Costs that are not eligible for CRF include:

  • Costs that duplicate County assistance programs (Public Health Emergency Grant, rental assistance, etc)
  • Loss of Revenue
  • Administrative Leave
 

Application Process

 
  1. Please submit all Public Assistance costs through FEMA before applying for CRF funds. Montgomery County’s goal is to preserve as much of the CRF for items that cannot be reimbursed by FEMA. For the process to submit FEMA PA, please visit the Maryland Emergency Management’s Public Assistance COVID-19 Website.
 
  1. Once you have a determination from FEMA, you can submit costs through the CRF application.
 
  1. Before submitting the application, gather your support documentation. You will need to provide the following types of documentation:
    • Supplies / Equipment – Invoices and Proof of Payment
    • Payroll – Timecards and Description of the Work Done
    • Contractors – Invoice that includes description of work completed and Proof of Payment
    • Determination of Federal or Insurance Reimbursement
If you are submitting costs from multiple categories (i.e. – Medical Expenses, PPE, facility cleaning, etc), please submit the documentation separately for each category. You may submit all the documents for each category in one PDF.
 
 
  1. Complete the online application. You will need to provide the following information:
    • Contact Information for Person Submitting Application (or person who should be contacted with questions)
    • Determine which categories of expenses where you are seeking reimbursement
    • Explanation of the work that was done for each category
    • Funds that were recovered through other programs (Federal, insurance, etc)
    • Document submittal
 
  1. Montgomery County will review the application and documentation. We will reach out with any questions about the application, and we will provide a list of eligible and non-eligible expenses so municipalities will have a chance to ask questions or submit any additional documentation that will be needed.
 

Deadline

Montgomery County must have all funding expended by December 30, 2020. We are asking municipalities and partner agencies to have their application completed by November 15, 2020. This will allow us enough time to review documents, work through any questions or additional documentation requests, and process a payment by the deadline.
