Remote Proceedings Facilitator - Office Assistant IV

DEFINITION OF CLASS

The incumbent of this position is responsible for coordinating and facilitating remote video proceedings using Zoom for Government, the primary video conferencing platform selected by the Maryland Judiciary. The individual in this position will serve as the subject-matter expert on video remote court proceedings and will be expected to collaborate effectively with the Remote Proceeding Supervisor, judicial officials, and departmental stakeholders on hearings that require support from the Zoom scheduling/facilitation team. The person in this position will be expected to follow policies and procedures set up by the Remote Proceeding Supervisor to ensure uniformity among users, as well as to work jointly with other court departments to provide support and respond to user inquiries.

Employees must demonstrate the ability to make independent decisions in dealing with the public and courthouse staff. Information obtained during the performance of these duties may be confidential or private in nature. The employee in this position must recognize that patrons to the Court may be under significant stress and ensure that they are treated with dignity and discretion as they obtain court-ordered services.

The Remote Proceeding Facilitator has the authority to work in the digital case management system, modify tasks and documents, and the notes section. Any unlawful use of the digital case management system without proper authority from the Clerk of the Court will result in disciplinary action.

The incumbent reports to the Remote Proceeding Supervisor and the Family Division Coordinator and is ultimately responsible to the Administrative Judge and the Court Administrator.

Circuit Court employees are at-will employees and serve at the discretion of the Administrative Judge. This means that either an employee or the court may terminate the employee relationship at any time, with or without cause. There are no contractual relationships between the Circuit Court and an employee; letters, benefits, or policy statements, performance evaluations, handbooks, or other employee communications should not be interpreted as such. The at-will relationship remains in full force and effect notwithstanding any statements to the contrary made by court personnel or set forth in any documents.

EXAMPLES OF DUTIES

  • Schedule and prepare daily assignments for the remote proceedings.
  • Identify contact information for parties and schedule remote proceedings following documented protocols and facilitate remote proceedings.
  • Schedule remote proceedings following documented protocols and facilitate remote proceedings in the Zoom for Government platform.
  • Provide scheduling support to Magistrate Assistants.
  • Provide and schedule hearings for interpreters following all documented protocols; including ADA/ASL (American Sign Language) support while maintaining confidentiality.
  • Respond to incoming inquiries about the scheduling of or access to remote proceedings.
  • Field incoming calls to ensure parties have relevant information to participate in remote proceedings.
  • Open Zoom Conference and identify and admit parties, attorneys, and interpreters from waiting rooms.
  • Place parties and attorneys into breakout rooms for private discussions.
  • Determine and process the Uncontested Divorce docket for No Answer/No Default, one week from the Uncontested docket, follow Family Division procedures when determining if the proceeding will go forward.
  • Assist in sending out Parenting Plan Tool to litigants who are required to attend the parenting classes and any other required documents that are required to be completed before the scheduled case can go forward.
  • Establish and maintain cooperative working relationships and effectively communicate with Judges, Magistrates, court staff, attorneys, and the public.

CORE COMPETENCIES/KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to work the full-time standard work schedule of 8:00 a.m. to 5:00 p.m. (Monday through ·Friday) with flexibility to accommodate any necessary early or late meetings.
  • Ability to work independently and demonstrate a high level of interpersonal skills to handle sensitive and confidential situations.
  • Ability to communicate effectively, orally and written, and exercise a high degree of judgment, tact, diplomacy, and competence in dealing with court personnel.
  • Ability to handle multiple tasks and maintain a professional demeanor when dealing with court personnel and the public.
  • Ability to make decisions based on experience, good judgment, and established policies and procedures.
  • Ability to pay attention to detail, set priorities, and simultaneously process multiple duties and responsibilities.
  • Ability to develop and maintain collaborative and professional working relationships with court personnel and the public.

MINIMUM QUALIFICATIONS

  • High School graduate or GED equivalent.
  • Two years of work experience in an office and/or court environment.
  • Excellent oral communication skills.
  • Superior writing skills and command of English is essential.
  • At least one year of customer service experience.
  • Proficient with Microsoft Office Suite.
  • Excellent organizational skills and customer service are of the highest priority as well as competence and temperament to communicate with the legal community, in-house court personnel and the general public in a fast-paced environment.
  • An equivalent combination of education and experience may be substituted.
