Request for Quote #1073646 - Expansion of High School Pedestrian Safety Education

Background

As part of the County Executive’s Pedestrian Safety Initiative and based on the successful implementation of the high school pedestrian safety programs, the Walk Your Way Project and the YOLO Campaign in 2014 and 2015, we are focused on furthering our education and outreach. 

Montgomery County has a goal of reducing pedestrian collisions and fatalities.  The County’s twenty-six high schools are being targeted for pedestrian safety education because our data shows that from 2010 to 2014, there have been 300 pedestrian collisions within ½ mile of those high schools.  Seventy-eight of those collisions have involved youth 13-18.  And in Montgomery County, when pedestrians are found at fault in collisions, they are most often teens in this age group.  By addressing one of the County’s top priority areas of pedestrian safety, this program will continue the County’s commitment to improving pedestrian safety and building safer communities. 

The Montgomery County Safe Routes to School program is seeking to build upon the success of the most recent YOLO campaign and broaden the outreach to high school aged youth on key pedestrian’s safety messages.   

The proposed continued education initiatives goal is to modify pedestrian behaviors to reduce the risk and occurrence of pedestrian-vehicle collisions.  The objectives are to:

1) Increase awareness of pedestrian safety issues among high school students

2) Increase understanding of dangerous behaviors exhibited by pedestrians and motorists

3) Increase safe pedestrian and traffic behaviors among county high school students.

Questions Asked:

1.       Is there a minimum percentage of the work that must be conducted by the LSBRP vendor if that vendor is partnered with a non-LSBRP vendor?
Procurement typically asks that the prime vendor self-perform at 51% of measurable work.  Any different ratio should have an explanation. 
 
2.       In Task 1, What collateral is the County asking the vendor to design using the safety messages?
The vendor is not being asked to produce any specific collateral. 

3.       Will the production of the collateral be funded separately by the County or does the vendor have to produce the physical collateral items?
The vendor should produce the plan for the "collateral" materials, including cost estimation for the vendor to produce them.  

4.       Does the County anticipate using previous photography and/or the established YOLO campaign look and feel for new materials?
We are open to continuing to use the YOLO campaign in a new way or if the vendor comes up with new material we are open to that as well.  

5.       Are the messages in Task 1 intended to target middle school students as well or just high school?
The messages in Task 1 are intended to target high school but similar to the YOLO messaging some messages we were able to use for both groups. 

6.       In Task 3, is the County looking for one activity that can be used by all school levels or can there be multiple activities geared toward different ages?
There can be multiple activities geared toward different ages. 

7.       How are the activities in Task 4 for middle school students different from those in Task 3 (since Task 3 suggests creating a contest/game/activity for all school levels)?
In Task 3, the contest/game/activity could potentially be one thing that all school levels participate in, i.e. our Don't Be Distracted Creative Contest.  Therefore, we wanted to make sure that we had at least one activity that was specifically geared towards middle school students.  We have the bike rodeos and crosswalk simulation activities that are targeted for elementary schools and we have the YOLO campaign which was targeted for high schools.  However, still needed are specific messages and/or activities for the middle school age group.   

8.       In Tasks 3 and 4, what is the County expecting the vendor to do besides create the contest/game/activity? Are there distribution requirements, holding events, etc.?
Task 3 and 4 deal only with the creation of the contest/game/activity.  
 
9.  Is it safe to assume that the entire budget (the $90,000) is designed not ONLY or the creation of the strategic plan but also for its implementation?  We are operating under the premise that this is the case, but we want to know for sure.
For the purposes of this proposal assume implementation for Task 1.  Task 3 and 4 deal only with the creation of the contest/game/activity.  
 
10.  Is it also safe to assume that the 90 day period would cover the entire period in which the campaign will unfold?  Given that we are in March right now, that the proposal isn't due until March 24, and that the project won't likely be awarded until mid-to-late April at the earliest, it's unlikely that this campaign would unfold during the current school year.  Can you give us an indication of the time frame for which you anticipate program implementation?
We anticipate that the planning would occur this spring/summer and then the program will be implemented in the upcoming 2017-2018 school year.  

​11.  Can we get access to the various YOLO campaign assets that are presently in market?  It would be most helpful if we have access to these (or we can see them as they are currently in place at area schools) while we are in the process of creating the proposal.  Can we do a site visit to a Bethesda or Rockville high school or middle school to see these current elements?
You can access all of the YOLO campaign assets via the YOLO webpage on the MCPS website.  The link is http://www.montgomeryschoolsmd.org/safety/index.html.  Each high school utilized the materials in various ways so I'm not sure which ones might have materials still up.  However, I do believe that Gaithersburg High School still has the posters displayed in their main hallway.  You would need to contact the school about visitation.
