Lawrence J. Halloran
Lawrence J. Halloran is an attorney with extensive experience in public policy formulation, political management, and campaign litigation. He worked on Capitol Hill for twenty-two years on the staff of a House Member and as investigative counsel and chief of staff for the House Committee on Government Reform and Oversight. Experienced in recounts and election contests, Mr. Halloran has participated in recount proceedings in Florida, Indiana, Virginia, California, Ohio, Connecticut, Minnesota, and South Dakota. He was a member of international election observation missions in Iraq, the West Bank, Russia, and Pakistan.
Between stints in Washington, he practiced law in Connecticut arguing two election law cases before the Connecticut Supreme Court. He also served as the Executive Director of the Connecticut Republican Party. From 1991 to 1994, Mr. Halloran served as Legal Counsel to the Governor of Connecticut. Before the pandemic, Mr. Halloran taught a seminar on law and public policy at the Catholic University of America and Creighton University Law School. He has served as an election judge in Montgomery County since 2002.
