Kim Joneshas more than 15 years of experience in national and international program development through capacity building, training, and strategic alliances.  In addition to working with diverse populations in the U.S., she has worked in Europe, the Caribbean, Asia, and the Pacific Islands coordinating exchanges, study tours and trade missions.  The emphasis of her work is in cross-cultural communication, strategic alliances and capacity building for nonprofit organizations.

Ms. Jones holds a B.A. degree in Political Science from
Spelman College, a grantsmanship certificate in proposal development from The Grantsmanship Center and is a graduate of Leadership Montgomery.  She is a member of Delta Sigma Theta Sorority and is a Certified Association Executive.   She operates an international development company (www.internationalalliances.com) assisting organizations in program development and governance.  She also directs an honors course on leadership and career development for high school seniors in Montgomery County.  Previously, she served as Director for international exchange programs at the British Embassy and was the founder of an international nonprofit organization.


Kim Babola, Ph.D - resides in Burtonsville and is employed by the Maryland State Department of Education (MSDE) as Coordinator of Comprehensive Planning.   At MSDE, Dr. Bobola assists in devising the procedures that govern the development and review of school system master plans.

Ms. Bobola earned a Ph.D. at the
University of Maryland in the Department of Curriculum and Instruction. At the National Reading Conference, she was the recipient of the 2002 National Student Outstanding Research Award in Literacy for her research in children�s reading comprehension.  Dr. Bobola has been a classroom teacher, an elementary school principal (Westover Elementary School in Montgomery County), and a central office administrator.  She has been recognized in Who�s Who Outstanding Young Women of America; Who�s Who Outstanding Teachers of America; and was a select participant of the National Principals� Leadership Academy. 

Ms. Bobola belongs to Resurrection Catholic Church in Burtonsville where she has been a choir member for sixteen years.  An active member of the Colesville Strawberry Festival for eight years, Ms. Bobola has also served as chair of the festival for five years.  In addition, Ms. Bobola has served as chairman of the scholarship committee for Senator Rona Kramer for the past four years.


David C. Kelly, Esq. - is a former planning and economic development professional, serving in a number of positions, including over four years in the early 1990�s as Director of Planning and Economic Development for rural Schuyler County in New York State's Southern Tier.   He is a 1984 graduate of Le Moyne College in Syracuse, New York, received his Masters degree in Economics from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and received his J.D. from the State University of New York at Buffalo in 1999.   He is a trial attorney for the Antitrust Division of the United States Department of Justice.  David, his wife Rachel & their one child live in Burtonsville.


Sheala Durant - is a communications professional who has resided in eastern Montgomery County more than 10 years. She�s very active in organized labor and believes in the living wage. She�s a Midwestern native who completed her undergraduate studies at the University of Michigan and moved east to earn her Masters at Columbia University in New York. Her husband Joseph is a journalist and they�re delighted to have made their home in the County




Freda Hartman, Ph.D -has had a twenty-five year career in higher education.  A native of Ohio, Dr. Hartman received her Bachelor�s and M.B.A. degrees from Youngstown State University and holds a Ph.D. in business administration from the University of North Texas.  After twelve years of service on the management faculties of universities in Texas, Louisiana, Virginia and the District of Columbia, she moved into senior positions of academic administration and served for several years as Dean of the Business School at Troy State University Montgomery. She is also a consultant specializing in management, higher education, and real estate investment and is currently on the staff of the University of Phoenix/Maryland Campus where she serves as Chair of the College of Graduate Business and Management.

Dr. Hartman has been active in various civic and community organizations in
Montgomery County for over twelve years.  She is the former Chairman of the Montgomery County Library Board, the White Oak Library Advisory Committee, and served as a past Co-Chairman of the Department of Public Libraries Strategic Plan Steering Committee   She has been active in several community associations in Eastern Montgomery County and has resided with her family in Silver Spring since 1987.
