Sheeting & Shoring/Tiebacks - ROW Permit & Inspection Process
A right of way permit for Sheeting and Shoring or Tiebacks is required when this type of operation extends into a Montgomery County right of way. The permit ensures there is no impact to the existing and proposed utilities or facilities in the right of way. Sheeting and shoring on private property requires a Commercial Building permit.
- An approved right of way improvement plan is needed prior to submission of a sheeting and shoring permit application.
- If the proposed work is within an existing roadway system, the applicant must submit a site specific Temporary Traffic Control Plan(TTCP) to be approved by the Montgomery County Department of Transportation.
- Additional reviews may be needed if the proposed scope of work has conflicts with other County facilities/ features such as traffic signs, street lights, roadside trees, etc.
Plans must be prepared, signed and sealed by a professional engineer, licensed to practice in the State of Maryland. All plans must be computer generated in proper scale, submitted along with a copy of the approved right of way improvement plans and a certified site plan, if applicable. When submitting electronically you will need to meet the ePlans Submittal Requirements for Miscellaneous Permits.
The review will take approximately 2-3 weeks for each review cycle. Once all plans are approved, additional fees and applicable bonds are provided, the permit may be issued.
